SEATTLE – Seattle police arrested a man who alarmed people downtown Friday morning by walking around with a pipe strapped to his arm and making threats.
A spokesman says the man has been taken into custody while a bomb squad investigates the device, which has wires coming out of it.
Spokesman Mark Jamieson says police responded to numerous calls shortly after 8 a.m. and closed off the area around Third and James near the King County Courthouse.
A nearby apartment resident, Justin Anderson, says he saw the man walking down the street, pacing in circles, and playing with tape that held a pipe to his arm.
Anderson says the man obeyed police commands shortly before 9 a.m. and put his hands behind his head and surrendered.
