The free parking does not apply to privately-owned spaces.
The Olympia City Council adopted a resolution in November declaring free parking for Inauguration Day and encouraging the Inaugural Ball to be held at the state Capitol Campus. It previously had been scheduled for the St. Martin's Pavillion, but was moved back to the Capitol Campus, its home for the last two decades, after prompting from the Olympia council and others.
