Public should know where the guns are

The ban on assault weapons is understandable. However, what about the individuals who have access to these types of weapons on the black market?

Legitimate gun owners are registered with law enforcement. Why should those who are legally registered be banned from obtaining assault weapons, when one can obtain them illegally?

Wouldn’t the government prefer to know who has what and where?
