T he United States Postal Service plans to eliminate home delivery of mail later this year. It’s a cost-cutting move, and the end of an American tradition in a changing technological environment. Congress doesn’t like the idea, but it has done nothing to remove the $5.5 billion federal requirement for the USPS to pre-fund future retiree health benefits. Congress created the mandate, which accounts for most of the agency’s red ink.
