Level 3 sex offender registers as a transient in Thurston County

The Thurston County Sheriff’s Office is making a general notification on level 3 sex offender, Issac L. McMillan, 41.

On Feb. 1, 1994, McMillan pleaded guilty in Thurston County Superior Court to rape in the second degree. He was sentenced to 62 months confinement. The conviction stems from McMillan, at age 22, sexually assaulting an unknown 17-year-old female.

McMillan has registered with the Thurston County Sheriff’s Office as transient. He is described as a black male, 6 feet 1 inch and 220 lbs., with black hair and brown eyes.
