Consultant contract makes no sense

A s a resident of northeast Thurston County, I could not believe my eyes when I opened my paper recently and read the story about the Olympia City Council hiring an out-of-state firm and authorizing spending up to $105,000 for “identifying blighted areas.” The city can’t help homeless souls but can hire without discussion such nonsense.
