T his week, the Boy Scouts took a questionable step toward resolving their internal conflict over allowing gay boys and men to participate in the organization. Congress, however, seemed less divided than usual over an immigration reform plan. But neither Congress nor the Legislature seemed moved by continuing gun violence. The Bush Library opened and Texas Gov. Rick Perry defended his state’s lack of regulation at a deadly fertilizer plant explosion.
