I would like to comment about the Capitol Lake question of “Estuary or Silt Swamp.”
There is no way reverting Capitol Lake to an estuary would result in a viable ecological niche for many years. No saltwater organisms or plants reside there now and recolonization would be a long, slow process. Also the present arrangement has us living around a algae filled swamp without benefit of uses. (Yes, the migrating birds love it).
My personal idea proposes a third alternative, likely unpopular, but if we want to look at all options, it needs to be proposed: Fill in Capitol Lake.
We would have a meandering river coursing through a variety of habitats. We would have baseball fields and a band stand, etc. You get the idea.
