Moderator: Welcome to Capital Chat, I'm your moderator, statehouse reporter Adam Wilson. Our guest today is Leslie Liddle, executive director of the Washington Public Employees Association. The WPEA is a state workers union, and it negotiated its first contract for wages, benefits, and working conditions last fall. That contract goes into effect Friday.
