PORT ORCHARD - An arrest warrant has been issued by the Kitsap County prosecutor's office against a Tacoma man accused of making sexual advances against two women he counseled in separate domestic violence cases.
Ruben Romero, 58, has been charged with one count of indecent liberties, a felony, in Kitsap County Superior Court. Court documents allege Romero committed the acts between June 2009 and March of this year.
Two women, one 30 and the other 34, allege Romero made the advances when they met with him as required by a court order to attend domestic-violence counseling. Both women were defendants in misdemeanor domestic violence assaults, according to court documents.
The court does not dictate what counselor, or counseling services, defendants should use. Romero's name was on a list of licensed counselors in the area that is provided at the courthouse. He is not employed by Kitsap County and has no contractual ties with the county, Maury Baker District Court director, said.
The 30-year-old told police Romero made comments about her appearance, asked personal questions about her relationships, called her cell phone after hours and tried to kiss her more than once. He also cornered her in a storage room and inappropriately touched her.
Romero holds an active Chemical Dependency Certification with the state. A letter, with both of the women's statements, was sent to the Washington State Department of Health and Rehabilitation, which oversees counseling centers in the state.
