A sex offender has been charged with murder in Seattle in the slaying of a 24-year-old woman at her Redmond apartment after a 2008 Halloween party.
King County prosecutors announced Friday that DNA evidence tied the death of Arpana Jinaga to Emanuel Demelvin Fair, also known as Anthony P. Parker.
KOMO News reports he's already in jail for failing to register as a sex offender.
Prosecutors say toilet cleaner, bleach and motor oil were used in an attempt to destroy evidence. The victim was beaten, raped and strangled.
