The State Department of Ecology is proposing two new rules regulating the transportation of oil by rail in the state and wants public comment on both proposals.
The first rule would create reporting standards for facilities that receive crude oil by rail and pipelines. The second describes requirements for contingency plans for railroads in the event of a spill.
The reporting rule would establish advance-notice requirements for facilities receiving crude by rail, and establish biannual notice requirements for pipelines transporting oil through the state. It would also identify the process for emergency responders, local governments and tribes to request oil movement information.
The Legislature directed the department to develop rules on new reporting requirements in 2015.

The spill contingency plans for railroads would “ensure that first responders are aware of the locations of oil transport, oil response equipment, and are trained to respond in a rapid, aggressive, and well-coordinated manner,” according to Ecology’s website.
Public comments on both rules can be submitted to Ecology through June 10.

Three public hearings and two webinars will be held on the rules. The closest hearing for South Sound residents will be June 3 at the DoubleTree by Hilton, 12712 S.E. Second Circle, Vancouver. Other hearings will be in Spokane and Everett.
