The Federal Aviation Administration is proposing wiring changes to Boeing 747s that would prevent uncommanded retraction of the plane's flaps during takeoffs.
Those wiring changes were urged by Boeing earlier this year. Boeing's service bulletins to airlines, however, don't carry the force of law as do FAA directives.
If the flaps retract without a command from the pilot, the aircraft could have difficultly climbing quickly enough to clear obstacles in its path.
