Bring back senior patrol, enforce handicap parking

I agree that the use of handicap parking stalls without need is rude, it is also a violation of state law. The fact that the local authorities apparently lack the funds and personnel to enforce these laws and utilize the excuse that private property is exempt from the enforcement of traffic law is in my opinion hyperbole. There are many laws which cover activities on private property and the appropriate authorities are able to act.

This is considered to be a victimless action and as such ranks below jaywalking for funding and enforcement. Bring back senior patrols empowered to ticket offenders and maybe some assistance can be offered for the truly needy.
