Lake was designed to trap river sediment

I am following the debate regarding Capitol Lake, the Fifth Avenue Dam and the estuary itself. One theory is that the lake was constructed as a reflection pool to mirror the Capitol Building. This may have been someone’s simple explanation but it isn’t the actual reason for the lake. The lake was constructed as a means to control the large amount of silt that was spreading into the bay and limiting the shipping lane. The port was becoming unusable and expensive dredging was required often.
