Comments are taken directly from the latest Thurston County Public Health and Social Services (PHSS) inspection reports, which are available for each food establishment, at the Thurston County Environmental Health Office and their website. Reading inspection scores:

  • Attention should be given to the type of violation (red versus blue) and whether the establishment has a history of red violations or repeat violations.
  • Red violations are those most likely to cause food-borne illness and must be corrected immediately if feasible or according to a compliance schedule established by the health officer. Example: not keeping food at the right temperature.
  • Blue violations relate to the overall cleanliness and condition of operation and must be corrected according to a compliance schedule established by the health officer. Example: a worn floor that needs replacing.
  • If red points exceed 45, the county will require a reinspection within 10 business days. A reinspection also is required if total red and blue points exceed 65.
  • If red points exceed 100 and there’s a lack of managerial control, the county may shut down the establishment. The establishment may reopen after the person-in-charge develops a written course of action to correct all violations and demonstrates corrective action during a pre-opening inspection. Closures also may occur if there is an imminent health hazard, regardless of the total inspection points. The length of a closure may vary depending on the violation and timeframe for corrective actions.
  • Some common abbreviations: PHF/TCS is potentially hazardous food/time control for safety; RTE is ready to eat; PIC is person in charge; FWC is food worker card; CDI is corrected during inspection.

South Bay Pub and Eatery

Comments:

  • Some food worker cards were missing or unavailable. Food workers must have valid cards.
  • Liquid eggs were warmer than 55 degrees. Cut melon in fruit cups measured 57-60 degrees. Both were stored at room temperature without using time as a control. TCS foods must be stored with time or temperature control for safety.
  • Raw, whole shell eggs on ice were 43-55 degrees. Caramelized onions in a prep unit measured 47-48 degrees. Cold held TCS foods must measure at or below 41 degrees.
  • The facility did not have a written risk control plan given the lack of a three-compartment sink. An October letter required the facility to create a plan.
  • The facility had vacuum-sealed raw steak without prior approval. This is a specialized process that requires department review and approval.

Comments:

  • Cooked meat was cooling at a depth greater than 2 inches while covered. The meat measured 103 degrees. Other TCS foods were covered with a lid and with visible condensation. TCS foods must be cooled in 2-inch-deep amounts or less and uncovered until they reach 41 degrees.
  • Cooked peppers measured 90 degrees on a grill. Beans measured 118-161 degrees in a steam table. Hot held TCS foods must measure at or above 135 degrees

Comments:

  • The person-in-charge did not demonstrate food safety knowledge or maintain active managerial control.
  • Hot-held rotisserie chicken and deep-fried items measured less than 135 degrees.
  • Cold-held foods in a salad display and deli meat display measured more than 41 degrees.
  • Unit thermometers for temperature control units were absent.
  • Food contact surfaces were not properly cleaned. There was visible food debris on a slicer.

Comments:

  • The person in charge did not know about proper cold holding requirements. Active managerial control was not demonstrated.
  • An employee donned a glove without properly washing their hands after changing tasks.
  • Milk in an under-counter cold-hold unit measured greater than 41 degrees. Cold held TCS foods must measure at or below 41 degrees.
  • Grab-and-go items lacked proper labeling. The labels did not state the location of manufacturer, allergens or quality.
  • A sanitizer solution was not made at the time of inspection.

Oyster House

320 Fourth Ave. W, Olympia

Comments:

  • Shell stocks were not marked with correct sell and discard dates.
  • Salmon measured 100 degrees after it was cooked. Unless ordered undercooked with appropriate food advisory, all raw animal products must be cooked to a proper temperature. In this case, the salmon was returned to a grill to ensure it reached 145 degrees.
  • Roast beef in a small prep cold hold measured 50-53 degrees. Cold held TCS foods must measure at or below 41 degrees.

Comments:

  • No person in charge was present. There was not active managerial control of red risk factors.
  • A handwash sink at the back of the house had hot water turned off at the time of the inspection. The handwash sink at the grill had food debris. All handwash sinks must have hot water and must only be used for handwashing.
  • TCS foods, including tamales, were hot held at less than 135 degrees.

Comments:

  • Rice noodles for spring rolls were covered while cooling a cold hold. The noodles measured 48 degrees. TCS foods must be cooled at 2-inch depths or less and uncovered until they reach 41 degrees.
  • Tofu and bean sprouts in a prep unit measured more than 41 degrees. Cold held TCS foods must measure at or below 41 degrees.

Comments:

  • A handwash sink at the front of the house in a bar did not have hot water. A handwash sink in a kitchen at the front takes 30 seconds to reach appropriate temperatures.
  • Non-food contact surfaces were not maintained and cleaned. There was visible build up on multiple surfaces.

  • There were no test strips to measure a sanitizing warewashing solution. All food utensils and contact surfaces must be properly washed, rinsed and sanitized. Test strips must be available.
