Port of Olympia commission to vote Monday on whether to give Director Gibboney a raise
The Port of Olympia commission is set to vote Monday on whether to give Executive Director Sam Gibboney a 4 percent raise, according to the agenda for the meeting.
Gibboney’s starting salary at the port in 2019 was $175,000. Gibboney received a 3 percent raise to $191,227 in 2022, The Olympian reported.
Her salary is up for consideration because her 2022 performance review is now complete.
“As part of the annual performance review, the commission is tasked with determining the compensation for this position,” the agenda reads.
On the table is a 4 percent increase in pay that, if approved by the commission, would be retroactive to Jan. 1, 2023, “when all other port employees received their general wage increase,” the agenda reads.
Will she get the raise? That’s not clear because there have been concerns about her performance — Commissioner Amy Evans Harding claims Gibboney tried to modify her review after commissioner input. It was that misstep, according to Evans Harding, that prompted her to try to put Gibboney on administrative leave in April.
Evans Harding called Gibboney’s decision to alter the review “stunning” and an “overreach of her authority.”
“Additionally, it appears to indicate an intent to deceive the public by modifying a document to a degree that it is no longer accurate nor representative of the honest assessment the commission arrived at of her performance,” Evans Harding said in a statement released around the time of the April meeting.
Gibboney currently is on medical leave through early July.
The port commission will gather at 5:30 p.m. Monday at Percival Plaza in the Olympics Room, 626 Columbia St. NW, Olympia. The meeting also can be watched online.
