New Olympia affordable housing complex will have 272 apartments, dog park
Construction on a new affordable housing complex with 272 apartment units will start this month in west Olympia.
The complex will be built on an undeveloped property between Ninth Avenue Southwest and U.S. 101, which is south of MultiCare Capital Medical Center, according to permitting documents filed with the city of Olympia.
DevCo Residential Group, a Bellevue-based real estate company, closed on the 9.6-acre site on Tuesday for $5.4 million, the company announced in a news release. The apartment complex will be called Harbor Pines Apartments, although it was previously referred to as Fieldstone Apartments in its permitting application. It will feature nine four-story buildings, six three-story carriage buildings and a clubhouse with onsite leasing and maintenance offices, the release states.
“We’re honored to bring another income-restricted community to the Greater Puget Sound region,” DevCo Development Manager Joey Launceford said in the release. “As housing costs have continued to rise in Olympia over the past five years, Harbor Pines will provide individuals and families a meaningful, affordable place to call home.”
The average rent for a Thurston County apartment reached $1,706 in the first quarter of 2026, according to data from the Washington Center for Real Estate Research. The average annual rent growth rate was 1.9%, per the data.
A one-bedroom apartment goes for $1,518 on average in Thurston County, while a two-bedroom goes for $1,779, the 2026 data shows.
For comparison, the average rent for a Thurston County apartment was $1,595 in the first quarter of 2023, per the data.
The new complex will include apartment homes with one to five bedrooms, a large central play area, a picnic area and a community dog park, according to the release. These units are reportedly reserved for eligible households that earn 40-70% of the Thurston County-area median income. The property-wide average will be 60% of the area median income.
The median household income for Thurston County was about $102,843 in 2025, according to the latest estimate from the Washington State Office of Financial Management.
Next Chapter, a community-based organization, will provide residents with legal, vocational and housing stability services from an office at the clubhouse building as well.
DevCo previously partnered with Next Chapter on Kendrick Landing, an affordable housing complex at 11204 Kendrick St. SW in Lakewood, according to the release.
DevCo companies will oversee the project from development to construction. HNN Communities of Bellevue will be the property manager.
Construction is slated to be completed by Q3 2028, per the release.
