Have you ever slowed down at a stop sign but not fully stopped?
It’s a traffic maneuver known as a rolling stop or a “California stop,” and while it’s not uncommon in Washington state, it’s illegal.
What happens if you pull up to a four-way stop and the intersection is empty? Can you get in trouble for sneaking past the stop sign?

What does a ‘complete stop’ mean in Washington?
In Washington, drivers must come to a complete stop at stop signs, Tacoma police Officer Shelbie Boyd told The News Tribune.
That means all your tires must stop moving, said Boyd, who serves as the public information officer for the Tacoma Police Department.
Washington State Patrol Trooper Kameron Watts, a public information officer for Pierce and Thurston counties, added that your vehicle speed must be 0 mph, with “no coasting.”
At many intersections with stop signs, stop lines are painted on the ground.
Vehicles need to completely come to a stop at that line, according to state law.
If there’s no stop line, drivers must stop “before entering a marked crosswalk on the near side of the intersection” or at “the point nearest the intersecting roadway” so they can see approaching traffic before pulling out, state law says.
Can I roll through a stop sign if the intersection is empty?
Drivers must completely stop at stop signs even if the intersection is empty of other vehicles and people on foot and on bicycles, Boyd and Watts said.
The reason largely comes down to safety, Boyd said.
“While you may not think anyone is around, there are times you miss something,” Boyd said.
A child could suddenly dart out onto the street, or another vehicle could come barreling through the intersection, meaning your complete stop “could be that one second that saves your life,” Boyd told The News Tribune.
According to the Washington State Department of Licensing’s Washington Driver Guide, all types of intersections — including four-way and two-way stops with stop signs — require “wise decision-making, cautious behavior and awareness of yourself and others.”
What should drivers do before entering a crossroads?
The Washington Driver Guide says you should take several steps before entering an intersection, including:
- Stop and yield to people on foot and traffic that’s already in the intersection
- Check in each direction more than once
- Check your mirrors and blind spot for pedestrians, bicyclists and motorcyclists heading into your travel path
- Ensure you have an unobstructed view before driving into the intersection. If you don’t, edge forward until you can see
Can I get a ticket for doing a “California roll’ in Washington?
If you fail to make a complete stop at a stop sign in Washington state, you can face a traffic ticket.
Watts said penalties could cost you $136 or more, depending on the circumstances.
You also could see other impacts, such as an increase in your insurance premium, according to the website for Washington State Attorneys, which has law offices throughout Western Washington.
