Wagoner to run for seat on Skagit County Board of Commissioners
State Sen. Keith Wagoner announced Monday that he will run for a seat on the Skagit County Board of Commissioners.
Wagoner is a Republican who represents the state's 39th Legislative District, which includes the eastern portions of Skagit and Snohomish counties, including Sedro-Woolley and Concrete.
He previously served as Sedro-Woolley mayor.
According to a Monday news release, Wagoner registered his Skagit County commissioner campaign with the state Public Disclosure Commission in June 2025, shortly after Skagit County District 3 Commissioner Lisa Janicki announced she would retire at the end of 2025.
Filing week for the November election is May 4-8.
"I believe, as Thomas Jefferson said, that ‘government closest to the people serves the people best,'" Wagoner said in the news release. "Local government is where I can make the most direct impact for our communities. I have long been interested in serving as County Commissioner, but I had tremendous respect for Commissioner Janicki and the job she did, so I was never going to run against her. Now that she has chosen to retire, the situation is different."
The Skagit County Board of Commissioners District 3 seat is held by Joe Burns, who was appointed in January to replace Janicki. District 3 includes the northeast part of Skagit County, including Burlington, Sedro-Woolley and Concrete.
If elected, Wagoner said he intends to continue serving in the state Senate at least until the end of his current term, which runs through Jan. 9, 2029. He was last elected to the state Senate in November 2024.
"I owe that to the voters who elected me," he said in the news release. "It is not uncommon in Washington for legislators to hold dual elected positions when the roles are compatible."
