Vancouver man gets 36 months in string of crimes, including drive-by shooting

A 22-year-old Vancouver man was sentenced Wednesday to 36 months in prison after pleading guilty last month to a string of crimes, including a drive-by shooting last year near the Jim Parsley Center.

Jarod Johannes Martin Ngiraibuuch pleaded guilty March 18 in Clark County Superior Court to two counts of drive-by shooting, one count of second-degree malicious mischief and one count of fourth-degree domestic violence assault.

Clark County Superior Court Judge Christine Hayes sentenced Ngiraibuuch to three years in prison for the felony charges, followed by 18 months of community custody. He was also sentenced to 364 days with 184 days suspended for the misdemeanor domestic violence assault, which will also run concurrently. Ngiraibuuch received credit for nearly a year already served in confinement.

Ngiraibuuch declined to make a statement at sentencing.

In exchange for the guilty pleas, prosecutors agreed to dismiss two charges of second-degree unlawful possession of a firearm.

The first drive-by shooting occurred on May 27. Ngiraibuuch fired several rounds from a car following an altercation in a parking lot near the Jim Parsley Center.

Vancouver detectives and the Southwest Washington SWAT team arrested Ngiraibuuch about a week later at an apartment on General Anderson Avenue.

The second drive-by shooting occurred on Nov. 10, 2024, in Washougal. According to court records, Ngiraibuuch fired two rounds at a parked car outside a home on 39th Court.

The domestic violence conviction stems from an incident in December 2023 where Ngiraibuuch assaulted his then-16-year-old girlfriend, breaking her nose.

Under the terms of his sentence, Ngiraibuuch must forfeit a Sig Sauer 9mm pistol, surrender any concealed pistol licenses and formally register as a felony firearm offender.

He is also required to undergo anger control treatment and is barred from contacting the three victims of the Jim Parsley shooting for 10 years and the victim of the 2023 domestic violence case for five years.
