New Link Transit CEO selected

Donald Billen will take the top spot at Link Transit as chief executive officer in June where he has worked as a planning manager for a year.

The Link Transit Board of Directors Tuesday unanimously approved Billen's employment agreement at their regularly scheduled board meeting.

Billen previously held senior leadership roles at Sound Transit - Seattle's transit system - where he helped lead major system expansions, including light rail and bus rapid transit projects, according to previous reporting from NCWLIFE.

Billen will replace Nick Covey, who is stepping down from the role in June after three years as the CEO and 32 years in total at Link Transit. The board began the search for a new CEO in late 2025.

"The Board is grateful for Nick's leadership and is excited to welcome Don Billen as our next CEO," said Link Transit board chair and Chelan Mayor Erin McCardle in a news release. "Don understands the important role transit plays in connecting people to jobs, healthcare, and opportunities. We look forward to working with him to ensure Link Transit continues to meet the evolving needs of our riders and communities."

The other finalist, whom local residents had the chance to meet along with Billen at a May 4 meet-and-greet, was Patrick Preusser, the chief operations officer for the Denver transit system.

The board held a special session on May 6 to evaluate the two finalists in an executive session, where it selected Billen.

Billen's first day as CEO is on June 1. His employment agreement continues through Jan. 31, 2030. Per the agreement, his annual salary is set at $190,000 with a $5,000 increase to the annual salary following a six-month introductory period.

"Over the past year, I've had the privilege of working closely with the Link Transit team and learning from employees, guests, and partners throughout the region," Billen said in the news release. "I am grateful for the Board's confidence and excited to work with an outstanding management and staff team."
