Boeing and Airbus not that different

After reading the article, “WTO ruling a major victory for Boeing,” I have to ask, what’s the difference between the EU providing $22 billion in subsidies to Airbus versus the state of Washington providing Boeing with an $8.7 billion tax break? (Seattle Times, May 3, 2016). Someone please enlighten me.
