Drain the swamp, make room for snakes

Mr Trump, on more than one occasion, has promised to “drain the swamp,” I take it that we all understand what he meant by this demeaning metaphor.

Once the swamp is drained, would it be fair to assume the terrible aspect of ‘snakes-in-the-grass’ filling the void?
