Who's going to clean up the mess?
Although I appreciate you bringing to light our extreme problem of litter on our highways and throughout our communities, you failed to mention the stinking dumpster in the room Captain Obvious. This is a manmade problem.
Here’s my solution to this horribly appalling situation: DNA test the pieces of litter found. Send a choice to the perpetrator, either pay a hefty fine or spend a certain amount of hours doing community service picking up litter, then they have to bring in the garbage they picked up (pounds) in exchange for their release. If the perpetrator ignores the fine, they risk the possibility of losing their drivers license. I believe this punishment fits the crime and would be a deterrent for those people who thoughtlessly litter our wonderful state.
