What are the limits on hands free?

I stood in line today behind a man with no arms, just little stubs coming out of his shoulders. Leaving the store I watched him drive away hunched over the steering wheel, controlling it with what little appendages he has. I applaud him for not letting his disability control his life.

What I want to know is if he can legally drive with no hands or arms, and still be considered safe, how am I considered to be impaired by having a cellphone in my hand? How is drinking a cup of coffee or smoking a cigarette a secondary offense? I still have one hand on the wheel. If one hand holding a cellphone will get me a ticket, then how did he get a license?

The truth is he drives just fine and I’m not impaired holding my coffee. The state is just trying to invent new ways to separate us from our money. They haven’t figured out how to tax air yet but until they do, they will continue to grow the list of things they can fine us for so that they can continue to grow government.
