Improvement means change, for some. Communication used to mean U.S postal mail, delivered to your door. Now there are much faster methods that cost so much less.
Mail is not done differently, but it needs to be to keep the cost down, and from being priced out of existence. Let us say 40 percent of the postage is for the delivery to your door six days per week. What if you only get your mail three days per week, every other day? That is a negligible value decline, for HALF the delivery cost; which means everything to the viability of mail itself.
Think about 42 cents for first-class postage for 2018. The citizen is subsidizing the USPS, they must tell them to adapt.
