Levies are unfair; charge the parents

The Tumwater school levy gets its money by taxing homeowners, many without children, but it's voted on by everyone. Why?

It's a no-brainer for those who will not be required to pay anything to vote yes when they can have others fund their children's education. Let those with children vote, homeowners and renters, and make those voters pay by having their schools charge the parents a portion of what would be collected annually from a levy.

The other funding options are to put a Tumwater sales tax on all purchases for everyone or smartly reduce spending waste, eliminating the need for more money.
