State charges too much for identity cards

We live in the greediest state in the USA. I just renewed my 97-year-old friend's ID card from the Department of Licensing (so she could visit the local casino every so often — apparently to prove she is over 21). I was charged $54.

This is outrageous. Shame on the bureaucrats who profit by ripping off the aged.
